Wettig carefully describes Stalin's ideas about creating and maintaining socialist societies and how they related to the east-west conflict before World War II, the further failure of the Allies to cooperate with Stalin's ideas just after the war, Stalin's decisions to initiate his ideas in postwar Germany and other locations, which resulted in little more than opposition by the other Allied powers, and Stalin's complex plans to create socialist societies in Germany and Eastern Europe up to the early 1950s.
