The Bayh-Dole Act, passed by the U.S. Congress in 1980, sought to encourage the licensing of patented technology from U.S. universities to the private sector. Assessment of the success of the act is a central concern for this monograph by Mowery (Haas School of Business, U. of California at Berkeley), Nelson (School of International and Public Affairs, Columbia U.), Sampat (public policy and technology, Georgia Institute of Technology), and Ziedonis (corporate strategy and international business, U. of Michigan Business School), but they are also concerned with wider questions of the role of patenting and licensing in the relationship between U.S. universities and industrial innovation. They describe the historic channels of interaction through which universities contributed to industrial innovation, examine the political origins of the Bayh-Dole act, and analyze data that sheds light on the impact of the legislation. Sampat is Assistant Professor of Public Policy and Technology at the Georgia Institute of Technology. Arvids A. Ziedonis is Assistant Professor of Corporate Strategy and International Business at the University of Michigan.
