Kettl (in the foreword for the new edition). It rejected traditional arguments based on efficiency or institutional processes, insisting that budgetary decisions are decisions about power. Following the organization of earlier editions it looks at the development of the U.S. federal budget, with separate chapters looking at entitlements, defense, and reform in greater depth than other issues.
