This study investigates the US response to independence movements in Mexico and South America during the early decades of the 19th century, revealing the pressures put on America’s policy of neutrality as a result of the arrival in the US of refugees and activists from the rebellious Spanish colonies. The book describes the activities of the agents sent by the revolutionary juntas to the US, and the corresponding activities of US agents sent to the rebelling provinces. It also describes the concerns of the American administrations and their constraints in dealing with both the Spanish American revolutionaries and the Spanish government, as well as Washington’s incentives to maintain a neutral stance.
