Entering the 21 st century，”Information technology has become the mainstreamword in this era.In the information society，information resource is an importantstrategic resource with material and energy side by side.With the networktechnology development，the demand of information resources is radicallychanged from the traditional forms to digital forms，especially on a global scale，the rise of digital library，making the information resources more and moreattention by the people，and setting off a global digital information resourcesconstruction boom.
