經濟部水利署第六河川局(以下簡稱本局)轄區中央管河川曾文溪、 鹽水溪、二仁溪、阿公店溪,目前已完成建置洪水預報系統模式,以利 颱風豪雨應變期間進行即時資料蒐集,定量降雨趨勢預報、集水區逕 流、水庫演算、河川水理模擬,並透過圖形及表格進行展示,提供水情 分析研判,提早預警以達減災及避災功效。 本計畫完成更新四套預報系統中相關水文資料、河道資料、監視站 資料、防汛資料、歷史致災資料;並新增多來源降雨及擴充自動化運算 與產製,依據不同雨量所演算之預報成果可於緊急應變作業系統帄台中 查詢。模擬今年度較大颱洪事件(蘇迪勒颱風及?鵑颱風),以實測雨量 與預報雨量進行預測水位之比較,由結果可知實測雨量所得之預測水位 大致符合實際水位變化之趨勢,顯示4 套預報系統之參數仍適用。 今年度(民國104 年)配合本局緊急應變小組開設之颱風豪雨事件, 本計畫協助進駐操作洪水預警系統,包含0520 豪雨、蓮花颱風、0718 豪雨、蘇迪勒颱風及?鵑颱風等5 場事件。並提供紅霞颱風、0520 豪雨、 0529 大雨、蓮花颱風、昌鴻颱風、0718 豪雨、蘇迪勒颱風、天鵝颱風、 0825 豪雨、?鵑颱風及巨爵颱風等11 場事件,共計42 報之水情分析研 判簡報。配合本局0520 豪雨、蓮花颱風、0718 豪雨、蘇迪勒颱風、0825 豪雨及?鵑颱風等6 場事件開設緊急應變小組,撰寫相關之事件報告; 並於0520 豪雨、蘇迪勒颱風及?鵑颱風等3 場事件針對臺南或高雄地 區進行淹水初步調查及報告研撰。 本計畫擴充維護緊急應變作業系統帄台,包含:(1)擴充維護整合洪 水預報成果之展示系統;(2)更新本局防汛圖資;(3)維護與優化傳真伺服 器機組;(4)簡訊自動傳輸警戒水位資訊;(5)維護及更新防汛表單填報功 能;(6)介接曾文溪預警系統與水利署所建置之CCTV 監視站;(7)完成 巡防人員通報及破堤案件APP;(8)進行壓力測詴及資安弱點檢測。 亦完成防汛相關整合作業,包含:(1)完成10 處水尺劃設工作;(2) 於前州橋進行6 個月流量觀測;(3)完成堰圔湖及汛期前教育訓練;(4) 製作防汛宣導海報10 幅;(5)製作轄區水系基本圖資34 幅;(6)完成天氣 經濟部水利署第六河川局 「104 年度六河局轄區洪水預警及防汛整合作業」 期末報告書(修正稿) 摘-2 特報及雨量簡訊通知系統。 本計畫已於期末報告(修正稿)提送前完成09~11 月份之定期維護 作業,以及1 次不定期維護,另12 月份定期維護將於成果報告提送前 完成;並主動無償更換河道攝影機組計7 組及利用Websevice 進行南化 及曾文水庫水尺及溢洪道攝影機之旁收作業總計13 處,以維持整體河 道安全監視之功能。

Abstract
Sixth River Management Office area of the central tube river Tsengwen, Yenshui River, Erren River, Agongdian River, has completed the build flood forecasting system mode, in order to facilitate the typhoon rains strain for instant data collection period quantitative rainfall trend forecasting, catchment runoff, reservoir calculations, river water treatment simulation, and show through graphics and tables, providing hydrological analysis judged, early warning and disaster prevention and mitigation to achieve efficacy. This project has been updated four forecasting systems related hydrological and environmental data; and add more sources of rainfall and expand computing and production automation system, based on the results of the different rainfall forecasts the calculus of inquiries in emergency operating system platform. To simulated the large flood event of this year (SOUDELOR and DUJUAN), with measured rainfall and water level forecasts predict rainfall were compared, the rainfall measured by the results that predict the resulting water level roughly in line with the trend of change of the actual water level, displaying four sets the forecasting system parameters apply. This year, the 6th River Management Office setted up the emergency reacting team for 6 events which included 0520 torrential rain, LINFA, 0718 torrential rain, SOUDELOR, 0825 torrential rain and DUJUAN. We cooperated to assist the system operation and provied related hydrologic regime analysis. We also did the flood investigation in SOUDELOR and DUJUAN.
About emergency reacting operation system platform, there are 8 functions of this platform: including: (1) expansion to maintain the outcome of the display integrated flood forecasting systems; (2) to update the Council flood control map data; (3) maintenance and optimization fax server unit; (4) Newsletters automatic transmission alert level information;

(5) the maintenance and updating of flood control forms furnished function; (6) interfaced Tsengwen warning systems and build water conservancy Department of CCTV monitoring station; (7) the completion of patrol officers and spate of cases notified APP; (8) pressure testing and information security vulnerability testing. Also completed the integration of flood control and related operations, comprising: (1) completion of 10 water gauge designation of work; (2) to a former state bridge traffic observation six months; (3) completion of education and training before the lake and flood; (4 ) flood control and propaganda posters produced 10; (5) the production area of aqueous basic map data 34; (6) to complete special report and rainfall weather SMS notification system. The project has been completed in September ~ December of regular maintenance work, and 1 unscheduled maintenance; and proactively free replacement unit count beside the river photography and seven groups were south of use Websevice and Tseng Wen Reservoir water gauge and spillway camera close job totals 13 to maintain the function of the overall security surveillance river.
