Local Content for the International Petroleum Industry

Pereira, an author, professor of energy law, and specialist on petroleum agreements, and Gromley, a lawyer who advises companies on domestic and international petroleum law, regulatory, and contractual matters and advises governments, review how various host countries have approached local content development in petroleum activities and examine how the policies for local content development may be modeled. They provide examples of what a host country should take into consideration in modeling adequate local content policies, and how these policies may be implemented through statutory, regulatory, or contractual requirements, as well as how host countries can learn from their experiences or those of other countries. They analyze the development of local content in Algeria, Angola, Azerbaijan, Brazil, Canada, China, Cyprus, Egypt, the Republic of Equatorial Guinea, Ghana, Iran, Kenya, Lebanon, Libya, Mozambique, Nigeria, Norway, Qatar, and Timor-Leste, from a policy, regulatory, and compliance perspective, discussing the host countries’ policy goals, how they are implemented in legislation and contracts, and the factual framework conditions for development of local content in each, as well as how these countries are succeeding in developing the wider benefits from the petroleum industry and how companies deal with compliance with local content requirements.
