World War II played an important role in the trajectory of race and American political development, but the War's effects were much more complex than many assume. Steven White offers an extensive analysis of rarely utilized survey data and archival evidence to assess white racial attitudes and the executive branch response to civil rights advocacy. He finds that, contrary to conventional wisdom, the white mass public's racial policy attitudes largely did not liberalize during the war against Nazi Germany. In this context, advocates turned their attention to the possibility of unilateral action by the president, emphasizing a wartime civil rights agenda focused on discrimination in the defense industry and segregation in the military. This book offers a reinterpretation of this critical period in American political development, as well as implications for the theoretical relationship between war and the inclusion of marginalized groups in democratic societies.

In 2015, sixty million people were displaced by violent conflict globally - the highest since World War II. National and international policy prevents the displaced from working or moving freely outside the camps set up to 'temporarily' house them. This policy has left the displaced with no right to work and move while they remain displaced for years, if not decades. Based on data on all 61 protracted displacement crises worldwide, fieldwork in seven conflict zones around the world, and in-depth interviews with over 170 humanitarian aid workers, government officials and refugees, this book systematically details the barriers to effective advocacy at every level of governance and shows that failure is the norm. Unlike many academic monographs, it goes further and proposes an alternative way forward that capitalizes on social entrepreneurship, crowd-funding and micro-finance to improve the lives of those that have been forced to flee their homes to find safety.

What accounts for the large reduction in trade barriers among new democracies in Asia after World War II? Using new data from Japan and Thailand, this book provides a surprising answer: politicians, especially party leaders, liberalized trade by buying off legislative support with side-payments such as pork barrel projects. Trade liberalization was a legislative triumph, not an executive achievement. This finding challenges the conventional 'insulation' argument, which posits that insulating executives from special interest groups and voters is the key to successful trade liberalization. By contrast, this book demonstrates that party leaders built open economy coalitions with legislators by feeding legislators' rent-seeking desires with side-payments rather than depriving their appetites. This book unravels the political foundations of open economy.
