A large interdisciplinary literature has shown that diversity and dissent can often improve decision making in small groups, helping them overcome problems and increase creativity. This book explores the impact of diversity and dissent in the political arena and how they can effect policy problem-solving by focusing on the relationship between electoral institutions and policy outcomes.
Examining the impact of proportional representation and also considering the number of legislative seats in each district with less proportional electoral systems, the book argues that greater levels of proportionality brings more diversity into the political system which improves governmental performance. The author demonstrates that it is the ability of certain electoral institutions to influence the diversity of perspectives included at several stages of the policy making process that allows them to influence a society's capacity for policy-related problem-solving. The framework is then is applied to provide an empirical assessment of three areas: the diversity of political information, policy innovation and pandering.
Drawing on insights about diversity from economics, psychology, organization theory, and computer science, this innovative volume makes an important contribution to scholarship on the impact of electoral systems and the democratic nature of governments.
