This book, based on extensive field research, examines the Indian state’s responses to the multiple insurgencies that have occurred since independence in 1947.

The Indian state has responded to these various insurgencies with a combination of the use of force, negotiations and dialogue, and structural changes to accommodate ethnic and minority political aspirations by granting statehood within the Union of India. Over the years, the state has institutionalized the idea of negotiation with armed ethnic groups, and has made efforts to build up its legitimacy based on an accommodative posture. While these efforts have succeeded in resolving one of the armed insurgent movements, the Mizo insurgency, it has only managed to bring down levels of violence with regard to the others. It is therefore pertinent to carry out an in-depth analysis of this ongoing Indian counter-insurgency.

The book traces Indian national security policy-making processes involved in the formulation of India’s counter-insurgency response. The study focuses on national institutions like the Prime Minister’s Office, the Cabinet Committee on Security, the National Security Council, the Ministry of Home Affairs, the Indian military apparatus, etc, that jointly formulate India’s national security policy dealing with counter-insurgency. It also studies how national interests and values influence the formulation of this policy; and the overall success and/or failure of the policy to deal with armed insurgent movements. Multiple cases of armed ethnic insurgencies in Assam, Manipur, Mizoram, and Nagaland in the Northeast of India and the ideologically oriented Maoist or Naxalite insurgency affecting the heartland of India are analysed in-depth to evaluate the Indian counter-insurgency experience. The author offers a multiple set of conditions responsible for the groundswell of insurgencies in India, and some recommendations to better formulate India’s national security policy with regard to its counter-insurgency responses.

This book will be of much interest to students of counter-insurgency, Asian politics, ethnic conflict, and security studies in general.

作者簡介

Namrata Goswami is a Research Fellow at the Institute for Defence Studies and Analyses, New Delhi, India. She has a PhD in International Relations.
