本手冊透過國內相關法規及文獻梳理兒童權利公約（CRC） 關於替代性照顧的要點提醒，以及簡要說明目前國內的兒少於安置機構的現況。第一篇為理念篇，簡要介紹CRC以及兒少安置機構現況；第二篇為實務篇，透過兒少安置服務之案例探討，將重要權利面向進行整理與解析。

法務部作為兩公約的主管機關，推動各機關落實兩公約人權價值保障、加強對各級政府公務人員人權意識之深化，出版《人權搜查客─兩公約人權故事集III》，內容除了談兩公約權利保障之外，為了讓人權意識的觸角及於其他核心人權公約領域，我們一併參考了消除一切形式種族歧視國際公約(ICERD)、消除對婦女一切形式歧視公約(CEDAW)、兒童權利公約(CRC)、身心障礙者權利公約(CRPD)等，讓人權核心價值得以呈現完整樣貌。本教材彙集法務部核心業務職掌之21則案例故事，囊括生活中時常發生的各類情境，以生動淺顯的人權案例，透過故事的敘說，希望讀者能深刻體悟人權價值的重要，每個人也都可以扮演人權實踐者的角色。

本書特色 近年來，台灣死刑定讞判決數量，在學界、律師、民間的努力，加上最高法院開啟死刑量刑言詞辯論及各級法院裁判實務大致恪遵人權公約，乃至於量刑精緻化等政策趨向下，確實已越來越少。死刑判決是死刑制度運作之具體展現，本書基於釐清陸續經內國法化之公民與政治權利國際公約（ICCPR）、身心障礙者權利公約（CRPD）以及兒童權利公約（CRC）下死刑在台灣的樣貌，以公約內國法化後之台灣死刑案件判決為觀察標的，藉此指出人權公約之於死刑判決的作用以及其對台灣刑事法制的影響。 作者期盼，以人權公約為開端，在台灣死刑案件判決的實踐上，可以讓死刑的使用，漸漸走向盡頭。同時，我們也要深刻地記住，人權公約就死刑這個議題，永遠只會是價值思辨的起點，而非思考的終點。
