作者序-陳時中 楔子在基層牙醫界服務數十年，本人有幸陸續擔任台北市牙醫師公會及中華民國牙醫師公會全國聯合會的理事長，參與這些公共服務的目的，除希望改變牙醫師的執業環境外，更期許讓全國一半以上的國民能夠做好口腔保健，為了達成第一個目標，爰發起編撰「牙醫師實用手冊」，推動資訊公開，針對第二個目標，則是推動潔牙運動，提升民眾的Dental IQ。口腔為人體消化系統之第一關，身為牙醫師，我深知健康的口腔環境除了可完善咀嚼功能、促進營養吸收，亦能保持顏面美觀與整體自信，維持良好人際關係。尤其是1993年臺灣正式邁入高齡化社會後，養成良好的潔牙習慣，維持口腔健康更是衡量國民生活品質重要指標之一。然而，這樣的知識，僅有牙醫師知道是不夠的，也需要推廣至每一位國人，而最好的方法就是推動潔牙運動，將正確的潔牙方式，教導予國人並使其內化成訓練有素的生活習慣，融入整個生命週期，始能落實全方位健康。紮根潔牙運動是我參與公共政策的起點，與一群理念契合的同儕，凝聚牙醫師專業的力量，以品質為立足點，無私地從照顧國人的健康出發，先鎖定國小學童為推廣目標，透過國民教育播種形塑正確的潔牙觀念，十多年後這些學童長大，勢必可將正確的觀念傳遞至下一代。確認推廣目標後，便開始訓練牙醫師，再由渠等種子師資指導學校老師，在獲得師生認同後，我們辦理潔牙觀摩，藉由比賽相互切磋砥礪，以期能更有成就感的推動，並引起媒體注意，進而帶動社會風氣。另牙醫師團體也循序漸進，除一般學童外，亦將潔牙推展至特殊需求者，引發社會相當大的迴響。也就是因為透過不同層面切入且不斷地刺激，讓更多的牙醫夥伴能呼應共鳴，齊心攜手加入提升國人口腔健康的行列。潔牙運動對於牙醫界有非常重要的意義，這場由全國牙醫師一起推動的大規模口腔保健活動，除了成功的向下紮根，使民眾改變對牙醫界的看法，也讓牙醫界真正整合起來，領導階層也開始發生質變，對後來成功推動牙醫總額有相當大的助益。2017年2月，承蒙總統及執政高層提攜，從一位基層牙醫師榮膺衛生福利部部長。在上任前，我對眼前將面臨的艱難早已有所覺悟，也下定決心，既然決定上戰場，就要奮力向前，以前瞻及寬闊的角度擘劃我國衛生福利政策方向，為全民服務。使命我常思考，希望自己能做到甚麼？身為口腔醫學界領袖時，我致力於提升牙醫師服務水平，並推廣正確潔牙觀念。身為衛福部部長時，我也盡力實踐孔子所述「老有所終……，幼有

Nicholas Drage is a Consultant and Honorary Senior Lecturer in Dental and Maxillofacial Radiology at the University Dental Hospital in Cardiff. He qualified from Guy's Dental School in 1989 and, after a year in general dental practice, spent four years in junior hospital posts in various specialities including oral and maxillofacial surgery obtaining his Fellowship in Dental Surgery (FDS) from the Royal College of Surgeons of England in 1994. He worked in the Unit of Dental Radiology at Guy's Hospital for seven years from 1995-2002, firstly as a specialist registrar and then as a lecturer. He obtained his Diploma in Dental Radiology from the Royal College of Radiologists in 1997.
