The field of social movement studies has expanded dramatically over the past three decades. But as it has done so, its focus has become increasingly narrow and 'movement-centric'. When combined with the tendency to select successful struggles for study, the conceptual and methodological conventions of the field conduce to a decidedly Ptolemaic view of social movements: one that exaggerates the frequency and causal significance of movements as a form of politics. This book reports the results of a comparative study, not of movements, but of communities earmarked for environmentally risky energy projects. In stark contrast to the central thrust of the social movement literature, the authors find that the overall level of emergent opposition to the projects has been very low, and they seek to explain that variation and the impact, if any, it had on the ultimate fate of the proposed projects.

This book argues that the post-1970 rise in international capital mobility has not contributed to the retrenchment of developed welfare states. Nor has globalization reduced the revenue-raising capacities of governments and undercut the political institutions that support the welfare state. Rather, institutional features of the polity and the welfare state determine the extent to which the economic and political pressures associated with globalization produce welfare state retrenchment. In systems characterized by electoral institutions, social corporatist interest representation and policy-making, centralized political authority, and social insurance-based program structures, pro-welfare state interests are favored. This book examines and evaluates various private initiatives to enforce fair labor standards within global supply chains. Using unique data (internal audit reports and access to more than 120 supply chain factories and 700 interviews in 14 countries) from several major global brands, including NIKE, HP and the International Labor Organization's Factory Improvement Programme in Vietnam, this book examines both the promise and the limitations of different approaches to actually improve working conditions, wages and working hours for the millions of workers employed in today's global supply chains. Through a careful, empirically grounded analysis of these programs, this book illustrates the mix of private and public regulation needed to address these complex issues in a global economy.
Why do poor people often vote against their material interests? This puzzle has been famously studied within wealthy Western democracies, yet the fact that the poor voter paradox also routinely manifests within poor countries has remained unexplored. This book studies how this paradox emerged in India, the world's largest democracy. Tariq Thachil shows how arguments from studies of wealthy democracies (such as moral values voting) and the global south (such as patronage or ethnic appeals) cannot explain why poor voters in poor countries support parties that represent elite policy interests. He instead draws on extensive survey data and fieldwork to document a novel strategy through which elite parties can recruit the poor, while retaining the rich. The establishment of electoral systems in Kazakhstan, Kyrgyzstan and Uzbekistan presents both a complex set of empirical puzzles and a theoretical challenge. Why did three states with similar cultural, historical, and structural legacies establish such different electoral systems? How did these distinct outcomes result from strikingly similar institutional design processes? Explaining these puzzles requires understanding not only the outcome of institutional design but also the intricacies of the process that led to this outcome. Moreover, the transitional context in which these three states designed new electoral rules necessitates an approach that explicitly links process and outcome in a dynamic setting. This book provides such an approach. Finally, it both builds on the key insights of the dominant approaches to explaining institutional origin and change and transcends these approaches by moving beyond the structure versus agency debate.
The essays in this book trace the development of Joel Migdal's 'state-in-society' approach. That approach illuminates how power is exercised around the world, and how and when patterns of power change. Despite the triumph of concept of state in social science literature, actual states have had great difficulty in turning public policies into planned social change. The state-in-society approach points observers to the ongoing struggles over which rules dictating how people will lead their daily lives. These struggles, which ally parts of the state and groups in society against other such coalitions, determine how societies and states create and maintain distinct ways of structuring day-to-day life - the nature of the rules that govern people's behavior, whom they benefit and whom they disadvantage, which sorts of elements unite people and which divide them, what shared meaning people hold about their relations with others and their place in the world.
This major study examines one of the most surprising developments in East Central European politics after the democratic transitions of 1989: the completely unexpected regeneration of the former communist parties. After the collapse of the communist regimes in 1989, these ruling communist parties seemed consigned to oblivion. However, confounding scholarly and popular expectations, all of these parties survived. Some have even returned to power. This in-depth, comparative study systematically analyzes the trajectories of four cases: the Czech Republic, Slovakia, Poland, and Hungary (with additional examination of other communist party successors). Relying on extensive, and unprecedented, primary research, this analysis employs a consistent analytical framework that combines the peculiarities of the post-socialist cases with broad theoretical concerns of institutional analysis, democratic transitions and consolidation, and party politics.
This book examines the impact of increased legislative power and political authority on the internal development of the European Parliament and the supranational party group system. This is done through an analysis of changes in the hierarchical structures that regulate the internal organization of both the EP as a whole and the individual party groups. In addition, the changing pattern of coalition formation between party groups across time and legislative procedure is analyzed. The trends of internal development examined suggest that the increases in EP power that have occurred since the creation of the cooperation procedure by the Single European Act in 1987 have caused a fundamental shift in the character of the European Parliament as a legislative institution. Prior to 1987 the European Parliament, despite direct election and several small attempts to increase its powers, served primarily as a chamber of debate where much more was discussed than accomplished.
In an in-depth comparative and long-term analysis, first published in 2004, Daniele Caramani studies the macro-historical process of the nationalization of politics. Using a great wealth of data on single constituencies in seventeen West European countries, he reconstructs the territorial structures of electoral support for political parties, as well as their evolution since the mid-nineteenth century from highly fragmented politics in the early stages toward nation-wide alignments. Caramani provides a multi-pronged empirical analysis through time, across countries, and between party families. The institutional arrangements governing skill formation are widely seen as a key element in the institutional constellations defining 'varieties of capitalism' across the developed democracies. This book explores the origins and evolution of such institutions in four countries - Germany, Britain, the United States and Japan. It traces cross-national differences in contemporary training regimes back to the nineteenth century, and specifically to the character of the political settlement achieved among employers in skill-intensive industries, artisans, and early trade unions. The book also tracks evolution and change in training institutions over a century of development, uncovering important continuities through putative 'break points' in history. This 2002 book seeks to identify the motivations of individual perpetrators of ethnic violence. The work develops four models, labeled Fear, Hatred, Resentment, and Rage, gleaned from existing social science literatures. The empirical chapters apply these four models to important events of ethnic conflict in Eastern Europe, from the 1905 Russian Revolution to the collapse of Yugoslavia in the 1990s. Each historical chapter generates questions about the timing and target of ethnic violence. The four models are then applied to the case, to learn which does the best job in explaining the observed patterns of ethnic conflict. The findings challenge conventional wisdom, in that the Resentment narrative, centered on a sense of unjust group status, provides the best fit for a variety of cases. While Fear, Hatred, and Rage do motivate hostile actions, Resentment pervasively appears to inflame ethnic animosity and drive outcomes in the timing and pattern of action.

In most post-colonial regimes in sub-Saharan Africa, state power has been used to structure economic production in ways that have tended to produce economic stagnation rather than growth. In this 1993 book, Catherine Boone examines the ways in which the exercise of state power has inhibited economic growth, focusing on the case of Senegal. She traces changes in the political economy of Senegal from the heyday of colonial merchant capital in the 1930s to the decay of the 1980s and reveals that old trading monopolies and commercial hierarchies were preserved at the cost of reforms that would have stimulated economic growth. Boone uses this case to develop an argument against analyses of political-economic development that identify state institutions and ideologies as independent forces driving the process of economic transformation. State power, she argues, is rooted in the material and social bases of ruling alliances.
Leaders of political parties often have to choose between conflicting objectives, such as influence on policy, control of the government, and support among the voters. This book examines the behaviour of political parties in situations where they experience conflict between two or more important objectives. The volume contains a theoretical introduction and case studies of party leaders in Germany, Italy, France and Spain as well as six smaller European democracies. Each case focuses on the behaviour of one of several parties in situations of goal conflict, such as the 'historic compromise' in Italy, the 1982 Wende in West Germany, the making of the new Swedish constitution in the 1970s, and the termination of the Austrian 'black-red' grand coalition. In their conclusions, the editors discuss how such leadership decisions can be understood and examine the causes of different choices among party leaders.
