Dealing with the aftermath of civil conflict or the fall of a repressive government continues to trouble countries throughout the world. Whereas much of the 1990s was occupied with debates concerning the relative merits of criminal prosecutions and truth commissions, by the end of the decade a consensus emerged that this either/or approach was inappropriate and unnecessary. A second generation of transitional justice experiences have stressed both truth and justice and recognize that a single method may inadequately serve societies rebuilding after conflict or dictatorship. Examining the literature of slavery and race before the Civil War, Maurice Lee, in this 2005 book, demonstrates how the slavery crisis became a crisis of philosophy that exposed the breakdown of national consensus and the limits of rational authority. Poe, Stowe, Douglass, Melville, and Emerson were among the antebellum authors who tried - and failed - to find rational solutions to the slavery conflict. Unable to mediate the slavery controversy as the nation moved toward war, their writings form an uneasy transition between the confident rationalism of the American Enlightenment and the more skeptical thought of the pragmatists. The poetry of archaic Greece gives voice to the history and politics of the culture of that age. This 2005 book explores the types of history that have been, and can be, written from archaic Greek poetry, and the role this poetry had in articulating the social and political realities and ideologies of that period. In doing so, it pays particular attention to the stance of exhortation adopted in early Greek elegy, and to the political poetry of Solon. Part I of this study argues that the singing of elegiac paraenesis in the elite symposium reflects the attempt of symposiasts to assert a heroic identity for themselves within this wider polis community. Part II demonstrates how the elegy of Solon both confirms the existence of this elite practice, and subverts it; Part III looks beyond Solon's appropriations of poetic traditions to argue for another influence on Solon's political poetry, that of tyranny.

Scholars of the U.S. House disagree over the importance of political parties in organizing the legislative process. On the one hand, non-partisan theories stress how congressional organization serves members' non-partisan goals. On the other hand, partisan theories argue that the House is organized to serve the collective interests of the majority party. This book advances our partisan theory and presents a series of empirical tests of that theory's predictions (pitted against others). It considers why procedural cartels form, arguing that agenda power is naturally subject to cartelization in busy legislatures. It argues that the majority party has cartelized agenda power in the U.S. House since the adoption of Reed's rules in 1890. The evidence demonstrates that the majority party seizes agenda control at nearly every stage of the legislative process in order to prevent bills that the party dislikes from reaching the floor.
