臺灣的鳥類面臨許多威脅，包括路殺、窗殺、綠能設施擴張、氣候變遷、外來入侵種、泥灘地流失及農地流失。這些因素威脅鳥類的生存，規劃相關的保育對策是當務之急，尤其是特有種鳥類、繁殖鳥與受脅物種，臺灣擔負更高的國家保育責任。不僅如此，候鳥佔了臺灣鳥類組成的四分之三，遷徙線的保育須由沿路國家共同分擔保育責任，跨國合作也顯得更加重要。為了成為科學研究與保育工作後盾，臺灣建立了幾個關鍵的資料平台，包括eBird Taiwan、iNaturalist、台灣生物多樣性網絡（TBN）及臺灣生物多樣性資訊聯盟（TBIA）。這些平台提供了豐富的觀察紀錄，供研究人員、保育人員及大眾使用。公民科學扮演關鍵角色，大量的觀察紀錄來自於每一位自然觀察愛好者的貢獻。過去十年，臺灣啟動了大量的公民科學計畫。2023年起，陸續完成繁殖鳥類和度冬水鳥的數量變化趨勢，並且建置「臺灣森林鳥類指標」、「臺灣農地鳥類指標」和「臺灣外來鳥類指標」等三項複合物種指標。從公民科學資料回傳，到指標與族群趨勢產出，這一套流程得以完整運作並每年更新。我們注意到，雖然整體來說，繁殖鳥的數量沒有明顯的減少，但仍藏有大量的警訊。度冬水鳥方面，則以蘭陽平原的狀況最為嚴重，也確認是水稻田流失所致。應對這些挑戰，臺灣已採取各種減緩措施，例如設置警示標誌減少路殺、改善玻璃設計防止窗殺、以及合理規劃綠能設施，減少對鳥類的影響。不僅如此，氣候變遷對鳥類的影響不容忽視，許多鳥種已經開始改變其繁殖和遷徙的行為模式。外來入侵種對原生物種構成威脅，而泥灘地與農地的流失則直接影響到鳥類的食物來源和棲息地。在未來，相關開放資料庫將進一步促進資料共享，支援資源管理、科學研究與教育推廣等永續發展目標，並為在地及全球的保育行動做出實質貢獻。整體而言，臺灣對鳥類保育展現積極的態度，也強調了合作與資料開放重要性。這份報告涵蓋了整份報告的關鍵內容，包括現狀、面臨的問題、現有的資料來源和未來的展望，提供了一個對於臺灣鳥類保育現況的全面回顧。

數鳥嘉年華2021年度報告書-英文版

臺灣新年數鳥嘉年華2022年度報告是由社團法人中華民國野鳥學會、社團法人台北市野鳥學會、社團法人高雄市野鳥學會，以及行政院農業委員會特有生物研究保育中心共同籌辦與推動。本年報內容大致分三部分：(一)、科普介紹：包含潮間帶泥灘地的流失衝擊度冬水鳥、臺澳合作追蹤瀕危黦鷸。(二)、執行狀況：包含報導第8次的新年數鳥活動2021年12月18日至2022年1月9日，為期23日所執行的鳥類與樣區成果。(三)、心得分享：包含參與的志工及學生挑戰隊的心得文。我們期許藉由冬季水鳥的長期監測，能持續掌握冬候鳥的族群現況與變化趨勢，作為未來保育上重要的基礎資料。
