This Element presents a concise and accessible view of the central arguments of Wittgenstein's Tractatus Logico-Philosophicus. Starting from the difficulties found in historical and current debates, drawing on the background of Russell's philosophy, and grounded in the ladder structure expressed in the numbering system of the book, this Element presents the central arguments of the Tractatus in three lines of thought. The first concerns the role of the so-called 'ontology' and its relationship to the method of the Tractatus and its logical symbolism, which displays the formal essence of language and world. The second deals with the symbolic unity of language and its role in the 'ladder structure' and explains how and why the book is not self-defeating. The third elucidates Wittgenstein's claim to have solved in essentials all philosophical problems, whose very formulation, he says, rests on misunderstandings.

Forum shopping, which consists of strategic forum selection, parallel litigation and serial litigation, is a phenomenon of growing importance in international adjudication. Preliminary objections (or a party's placement of conditions on the existence and development of the adjudicatory process) have been traditionally conceived as barriers to adjudication before single forums. This book discusses how adjudicators and parties may refer to questions of jurisdiction and admissibility in order to avoid conflicting decisions on overlapping cases, excessive exercises of jurisdiction and the proliferation of litigation. It highlights an emerging, overlooked function of preliminary objections: transmission belts of procedure-regulating rules across the 'international judiciary'. Activating this often dormant, managerial function of preliminary objections would nurture coordination of otherwise independent and autonomous tribunals.

The most successful reforms, they argue, have been those agreed upon through a process of democratic negotiation. A new democracy must offer politically important groups incentives to process their demands within the democratic institutional framework; otherwise, their support will be tenuous and the system may collapse under the strains incurred by painful economic reforms.
