This book is a contribution to comparative constitutional law and deals with important changes in the United Kingdom, Canada, Australia and New Zealand, the original members of the present Commonwealth of Nations. It is based on lectures delivered at the University of Cambridge. The first lecture discusses the development in recent years of the constitutional autonomy of Canada, Australia and New Zealand, and its effect on the constitutions of those countries and on the concept of the 'crown'. The second lecture is concerned with methods to entrench, constitutionally, individual and democratic rights. The final lecture contrasts judicial attitudes to the interpretation of the constitutions of Canada and Australia. The conclusion is reached that although the EEC is not a federation, there is a structural similarity between the distribution of governmental power within the Community and its members, and the federal issues that arise in Canada, Australia and other federations.

This comparative study explores three key cultural and political spheres – the Latin west, Byzantium and the Islamic world from Central Asia to the Atlantic – roughly from the emergence of Islam to the fall of Constantinople. These spheres drew on a shared pool of late antique Mediterranean culture, philosophy and science, and they had monotheism and historical antecedents in common. Yet where exactly political and spiritual power lay, and how it was exercised, differed. By adopting a historical perspective and analysing work of two central early modern thinkers – Leibniz and Hobbes – it offers a significant addition to a limited range of resources on early modern history of international law. The book traces links between concepts of space, universality, human cognition, law, and international law in these two early modern thinkers in a comparative fashion. Through this analysis, the book demonstrates the dependency of the contemporary international law on the Hobbesian concept of space. Although some Leibnizian elements continue to operate, they are distorted. This continuing operation of Leibnizian elements is explained by the inability of international law, which is based on the Hobbesian concept of space, to ensure universality of its normative foundation.

This book questions the conventional wisdom that education builds peace by exploring the ways in which ordinary schooling can contribute to intergroup conflict. Based on fieldwork and comparative historical analysis of Rwanda, it argues that from the colonial period to the genocide, schooling was a key instrument of the state in contributing to the construction, awareness, collectivization and inequality of ethnic groups in Rwanda - all factors that underlay conflict. The book further argues that today's post-genocide schools are dangerously replicating past trends. This book is the first to offer an in-depth study of education in Rwanda and to analyze its role in the genesis of conflict.
