Minority governments in parliamentary democracies are conventionally considered to be unstable and ineffective aberrations from the principle of majority rule. Through analysis of over 350 postwar governments, the author shows that minority governments are neither exceptional nor unstable but in fact a common feature of parliamentary democracies and frequently perform as well as, or better than, majority coalitions. Using the Italian and Norwegian governments as case studies, he suggests that minority governments are particularly likely to form when parties anticipate competitive elections and when opposition parties are able to influence legislative decisions. As an attempt to document and explain a very common form of government in parliamentary democracies, this book will contribute significantly to the understanding of the importance of electoral competition in democratic politics.

Environmental external effects are evidence of the inability of market prices to reflect the interdependence of economic activities undertaken within a common environment. They are an essential - not a peripheral - feature of all market economics. This essay shows how external effects are produced by the interaction of the economy with its environment, using a classical mass-balance model. No matter how efficient the market may seem to be, the use of market prices to determine depletion and pollution decisions creates more problems than it solves. Far from sharing the stable or relatively stable equilibrium properties of most economic models, the market economy is shown to be forced by its environment through a seemingly chaotic sequence of states. Reliance on the market to accommodate each change of direction merely exaggerates the general instability of the system. This treatise is concerned with the stresses and deformation of solid bodies in contact with each other, along curved surfaces which touch initially at a point or along a line. Examples are a railway wheel and rail, or a pair of gear wheel teeth. Professor Johnson first reviews the development of the theory of contact stresses since the problem was originally addressed by H. Hertz in 1882. Next he discusses the influence of friction and the topographical roughness of surfaces, and this is incorporated into the theory of contact mechanics. An important feature is the treatment of bodies which deform plastically or viscoelastically. In addition to stationary contact, an appreciable section of the book is concerned with bodies which are in sliding or rolling contact, or which collide.

The isomorphism problem of ergodic theory has been extensively studied since Kolmogorov's introduction of entropy into the subject and especially since Ornstein's solution for Bernoulli processes. Much of this research has been in the abstract measure-theoretic setting of pure ergodic theory. However, there has been growing interest in isomorphisms of a more restrictive and perhaps more realistic nature which recognize and respect the state structure of processes in various ways. These notes give an account of some recent developments in this direction. A special feature is the frequent use of the information function as an invariant in a variety of special isomorphism problems. Lecturers and postgraduates in mathematics and research workers in communication engineering will find this book of use and interest.

First published in 1981, this book is an introduction to studies of the behaviour of a wide variety of animals including man, farm animals and pest species. The approach is ethological and much reference is made to detailed description of behaviour and to biological function, although there is extensive reference to physiology, brain mechanisms and relevant psychological research. Ideas from sociobiology, motivation and learning studies are emphasised. There is, therefore, very broad coverage of the role of behaviour in all aspects of life. Another novel feature is the extensive reference to applied aspects of behaviour, particularly its importance to the production of farm animals and the control of agricultural and medical pests. The book is intelligible to the educated layman but it deals with some complex ideas. It is an adequate text for all requirements in this area for most undergraduates.

A feature of Roman rhetorical education under the early empire was the dominance of the declamatio - the declamation on a mythological, historical or quasi-legal theme designed in the first place to train students for the law courts and political debating but indulged in for its own sake by amateurs as well as students and teachers of rhetoric. The elder Seneca, father of the philosopher and dramatist, compiled an anthology of the often bizarre utterances of the declaimers. Janet Fairweather's 1981 book is a detailed study of the anthologist's literary criticism. From Seneca's prefactory descriptions of declaimers and passing remarks on their work, she derives evidence for all the stages in the preparation and delivery of declamations; and from the same source, in conjunction with select declamatory extracts, she shows that rhetorical taste in Seneca's time was not so uniform as is commonly supposed.

Birds of Passage presents an unorthodox analysis of migration ion to urban industrial societies from underdeveloped rual areas. It argues that such migrations are a continuing feature of industrial societies and that they are generated by forces inherent in the nature of industrial economies. It explains why conventional economic theory finds such migrations so difficult to comprehend, and challenges a set of older assumptions that supported the view that these migrations were beneficial to both sending and receiving societies. Professor Piore seriously questions whether migration actually relieves population pressure and rural unemployment, and whether it develops skills necessary for the emergence of an industrial labour force in the home country. Furthermore, he criticizes the notion that in the long run migrant labour complements native labour. On the basis of this critique, he develops an alternative theory of the nature of the migration process.

Faculties of theology are a traditional feature of most western European universities, yet in colleges of education, schools and in some newer universities the subject is studied, if at all, under the heading of 'religious studies'. The subject of this book is the action of permutation groups on sets associated with combinatorial structures. Each chapter deals with a particular structure: groups, geometries, designs, graphs and maps respectively. A unifying theme for the first four chapters is the construction of finite simple groups. In his brilliant and tragically brief career, Kenneth Craik anticipated certain ideas which since his death in 1945 have found wide acceptance. As one of the first to realise that machines share with the brain certain principles of functioning, Craik was a pioneer in the development of physiological psychology and cybernetics. Craik published only one complete work of any length, this essay on The Nature of Explanation. Here he considers thought as a term for the conscious working of a highly complex machine, viewing the brain as a calculating machine which can model or parallel external events, a process that is the basic feature of thought and explanation. He applies this view to a number of psychological and philosophical problems (such as paradox and illusion) and suggests possible experiments to test his theory. This book is of interest to those concerned with the concepts of brain and mind.

This is a book about powerful mathematical methods rather than a mere catalogue of the properties of conics. The treatment is elegant and refreshing as well as systematic, and throughout the book the author is concerned to lay the foundations of future work. Consequently (unlike too many textbooks) there is little for the student to unlearn when he goes on to more advanced courses. A valuable feature is the large number of carefully selected and graded problems for solution (about 400 in all). When this book was first published, the reviewer in Science suggested that 'this scholarly work should be supplemented by a similar book on the analytic projective geometry of ordinary space'.
