Antoine Arnauld and Pierre Nicole were philosophers and theologians associated with Port-Royal Abbey, a centre of the Catholic Jansenist movement in seventeenth-century France. As a result, we have neglected the sheer diversity and generic hybridity of a literature that ranged from the Gothic novel to the national tale, from monthly periodicals to fictionalized autobiography. In this book, Anne Porter explores the idea that mobile and sedentary members of the ancient world were integral parts of the same social and political groups in greater Mesopotamia during the period 4000 to 1500 BCE. This book describes the results of a long-term study of the ecology, evolutionary genetics and sociobiology of a seabird, the Arctic Skua. This species is polymorphic: the birds show one of three, genetically different forms of plumage - pale, intermediate and dark. The forms vary in frequency from predominantly pale in the north to dark in the south. The study was undertaken with the aim of explaining how natural and sexual selection act to maintain all three forms of skua in its populations. The results show that natural selection for pale is balanced by sexual selection for intermediate and dark. Models derived from Darwin's theories of female choice and sexual selection in monogamous birds fit the breeding data of the Arctic Skua. Darwibn's views on sexual selection are fully confirmed. Tens of millions of Americans live in poverty, but this book reveals that they receive very little representation in Congress. While a burgeoning literature examines the links between political and economic inequality, this book is the first to comprehensively examine the poor as a distinct constituency. Drawing on three decades of data on political speeches, party platforms, and congressional behavior, Miler first shows that, contrary to what many believe, the poor are highly visible to legislators. Yet, the poor are grossly underrepresented when it comes to legislative activity, both by Congress as a whole and by individual legislators, even those who represent high-poverty districts. To take up their issues in Congress, the poor must rely on a few surrogate champions who have little district connection to poverty but view themselves as broader advocates and often see poverty from a racial or gender-based perspective.

It does so by focusing on two countries where performance and support do not match. Chile is the economic envy of every country in Latin America, yet support has been surprisingly anemic. Resolution of these paradoxes requires turning away from policy decisions and focusing instead on how those decisions are made.
