本計畫以水利署洪水預報系統(Distributed Runoff And Inundation Nowcast System，簡稱DRAINS)為基礎，建置九河局轄區內花蓮溪、秀姑巒溪建置洪水預報系統。DRAINS是水利署於2005至2011年持續開發之洪水預報系統，可於颱風時期自動化啟動執行，目前應用於淡水河等15條中央管河川，以及2條縣管河川：台東縣太麻里溪流域，屏東縣林邊溪流域。
