With tribes and individual Indians increasingly participating in American electoral politics, this study examines the ways in which tribes work together with state and local governments to overcome significant governance challenges. Much scholarship on tribal governance continues to rely on a concept of tribal sovereignty that does not allow for or help structure this type of governance activity. The resulting tension which emerges in both theory and practice from American Indian intergovernmental affairs is illuminated here and the limits of existing theory are confronted. Contrary to previous scholarship on these texts that assumed these death wishes were simply a desire to escape suffering, Hanne Løland Levinson employs narrative criticism and conversation analysis, together with diachronic methods, to carefully hear each death-wish text in its literary context. She demonstrates that death wishes embody powerful, multi-faceted rhetorical strategies. Grouping the death-wish texts into four main rhetorical strategies of negotiation, expression of despair and anger, longing to undo one's existence, and wishing for a different reality, Løland Levinson portrays the complex reasons why characters in the Hebrew Bible wish for death. India and other countries chose a decentralised mode of delivering public services through elected local governments for increasing public welfare. However, great expectations of effective services, increased accountability and people's participation were widely belied in practice. Piloting is an important form of policy experimentation and a promising tool for policymakers to innovate, formulate and test alternative policy designs for the future. While this is recognized in theory, there are several challenges in realizing a pilot's potential to do so in practice. Addressing these challenges ask for a deeper understanding of the design of policy pilots and their outcomes in terms of how they mainstream into routine policymaking. Looking back at selected national piloting initiatives in Indian agriculture over a period of twenty-five years, this book draws insights for policy theory and practice. Design features of pilots that are found to influence their scaling-up and translation into formal policies (or not) are distilled from literature and compared across the selected cases.
