Development interventions are agreed by states and international organisations which administer public development funds of huge proportions. They have done so with debatable success, but, unlike the good governance of recipients, the rules applying to donors have hitherto received little scrutiny. This analysis of the normative structures and conceptual riddles of development co-operation argues that development co-operation is increasingly structured by legal rules and is therefore no longer merely a matter of politics, economics or ethics. By focusing on the rules of development co-operation, it puts forward a new perspective on the institutional law dealing with the process, instruments and organisation of this co-operation. What is it like to be a person today? To think, feel, and act as an individual in a time of accelerated social, cultural, technological, and political change? This question is inspired by the double meaning of subjectivity as both the 'first-personness' of consciousness (being a subject of experience) and the conditioning of that consciousness within society (being subject to power, authority, or influence). The contributors to this volume explore the perils and promise of the self in today's world. Their shared aim is to describe where we stand and what is at stake as we move ahead in the twenty-first century. They do so by interrogating the historical moment as a predicament of the subject. Changes in the field of central banking over the past two decades have been nothing short of dramatic. They include the importance of central bank autonomy, the desirability of low and stable inflation, and the vital role played by how central banks communicate their views and intentions to the markets and the public more generally. There remains considerable diversity nevertheless in the institutional framework affecting central banks, the manner in which the stance of monetary policy is determined and assessed, and the forces that dictate the conduct of monetary policy more generally. The global financial crisis, which began in the United States in 2007, only serves to highlight further the importance of central bank policies. The aim of this volume is to take stock of where we are in the realm of the practice of central banking and considers some of the implications arising from the ongoing crisis.

As the notion of government by consent took hold in early modern England, many authors used childhood and maturity to address contentious questions of political representation - about who has a voice and who can speak on his or her own behalf. This book presents a new explanation of the rise, development and demise of social movements and cycles of protest in autocracies; the conditions under which protest becomes rebellion; and the impact of protest and rebellion on democratization. Focusing on poor indigenous villages in Mexico's authoritarian regime, the book shows that the spread of US Protestant missionaries and the competition for indigenous souls motivated the Catholic Church to become a major promoter of indigenous movements for land redistribution and indigenous rights. The book explains why the outbreak of local rebellions, the transformation of indigenous claims for land into demands for ethnic autonomy and self-determination, and the threat of a generalized social uprising motivated national elites to democratize. Drawing on an original dataset of indigenous collective action and on extensive fieldwork, the empirical analysis of the book combines quantitative evidence with case studies and life histories.

This book explores ways foreign intervention and external rivalries can affect the institutionalization of governance in weak states. When sufficiently competitive, foreign rivalries in a weak state can actually foster the political centralization, territoriality and autonomy associated with state sovereignty. This counterintuitive finding comes from studying the collective effects of foreign contestation over a weak state as informed by changes in the expected opportunity cost of intervention for outside actors. When interveners associate high opportunity costs with intervention, they bolster sovereign statehood as a next best alternative to their worst fear - domination of that polity by adversaries. Sovereign statehood develops if foreign actors concurrently and consistently behave this way toward a weak state. This book evaluates that argument against three 'least likely' cases - China, Indonesia and Thailand between the late nineteenth and mid-twentieth centuries.

Where is the power? Students of politics have pondered this question, and social scientists have scrutinized formal political institutions and the distribution of power among agencies of the government and the state. But we still lack a rich bank of data measuring the power of specific governmental agencies, particularly national legislatures.
