國際資訊顯示學會（Society for Information Display, SID）於美國所舉辦的平面顯示器技術論壇暨應用產品展覽會SID’s Display Week，每年皆吸引來自全球各地的FPD廠商、大學以及研究機構等單位組織前來參與盛會，並且SID’s Display Week的展會特性可定位為：「論文發表為主、應用產品展示為輔」，會中各單位組織並透過技術論壇或是展覽會之場合，積極地揭示或是展出其在平面顯示器前瞻技術以及應用產品近期的研發實績。 2010年的SID’s Display Week已於5月份在美國華盛頓州Seattle City的Washington State Convention and Trade Center舉行，資策會產業情報研究所（MIC）針對主辦單位所舉辦的技術論壇之專題內容、以及展覽會場中參展廠商所推出之展示品進行觀展研究田野調查，藉此以掌握平面顯示器前瞻技術與應用產品的開發動向以及推展現況。 在技術論壇方面，今年度有來自全球223個單位組織的大學、研究機構以及廠商，於SID’s Display Week 2010技術論壇舉辦期間，共計發表511篇平面顯示器相關領域的論文。對此，資策會MIC已蒐錄今年度各單位組織所發表的511篇論文進行詳細的技術動向與屬性分析，藉此以掌握平面顯示器前瞻技術研發動向的變化情形。另外，資策會MIC亦進一步地針對20家關鍵廠商所要發表的170篇論文進行技術動向分析，藉此得以洞悉出平面顯示器關鍵廠商在前瞻技術所進行的研發布局現況。 在展覽會場方面，資策會MIC今年度共計蒐錄有14家平面顯示器（FPD）參展廠商所推出的320款參展品進行田野調查資料庫更新，並導入分析模型進行競爭模式與作用之研判，藉此以掌握平面顯示器前瞻技術與新興應用產品開發動向。首先，針對這320款參展品所屬的應用領域別以及顯示技術類型進行整體性的推展現況剖析，其次，再進一步地針對六項具有未來性與商機布局潛力的新興技術與應用產品進行深入的剖析，包括：Electrowetting Display、Color MEMS Display、E-Paper Display、E-Reader Display、3D Display、以及LCD TV Display等。 整體而言，綜觀SID’s Display Week 2010技術論壇與展覽會，

日經BP社（Nikkei Business Publications, Inc.）十月底於日本橫濱所舉辦的「平面顯示器應用產品展覽會暨研討會」（FPD International Exhibition and Forum），每年皆吸引來自全球各地的FPD產業供應鏈關鍵廠商，前來揭示或是展出其在平面顯示器新興技術與應用產品的開發實績。對此一產業年度盛事，資策會產業情報研究所（MIC）亦派員前往與會，同時，並進行觀展研究田野調查，藉此以掌握平面顯示器新興技術開發動向以及應用產品推展現況。 2009年10月所進行的觀展研究田野調查，共計蒐錄17家參展廠商於展覽會期間所展示的484款各尺寸規格的FPD參展品資料，並針對參展品所屬的技術類型、尺寸規格、顯示功能、以及應用領域…等構面進行分析。同時，亦蒐錄70個單位組織的公司、市場研究機構、技術研究機構以及大學，於會展期間應主辦單位邀請進行86場次研討會之講演，並針對受邀單位、議題內容…等構面進行屬性分析，藉此以掌握平面顯示器產業主軸議題重點趨勢。

為了解經濟成長與實質匯率之長期關係，本研究利用Pesaran, Shin and Smith（2001）之邊界檢定法加以驗證Balassa-Samuelson假說，在APEC中16個會員國之適用性。根據模型推導 有關經濟成長此一變數可分別以相對每人平均GDP水準值，亦即相對水準效果；或兩國間每人平均GDP之相對成長率，亦即相對成長效果，進行實證分析。結果顯示若同時考慮相對水準效果與成長效果，則在APEC會員國中僅有紐西蘭之經濟成長與實質匯率呈現雙向因果關係；澳大利亞、香港、馬來西亞顯示實質匯率為經濟成長之因變數。 至於墨西哥、巴布亞新幾內亞、新加坡、台灣則呈現經濟成長為實質匯率之因變數，顯示經濟成長表現對實質匯率走勢有顯著影響。惟若擇一考量相對水準效果或相對成長效果，則在APEC會員國中將有澳大利亞、加拿大、智利、墨西哥、紐西蘭、巴布亞新幾內亞、菲律賓、新加坡、泰國、台灣等10個經濟體系之經濟成長與實質匯率間呈現雙向因果關係；其餘者如中國大陸、香港、印尼、日本、韓國、馬來西亞等呈現實質匯率影響經濟成長表現，即匯率為經濟成長之因變數。若比較APEC會員國經濟成長之相對水準效果與相對成長效果檢定結果，發現實質匯率與相對成長效果之因果關係，在多數國家呈現顯著。而實質匯率與相對水準效果之因果影響關係則較不明顯。

Despite the increase of research investigating various aspects of the drug problem in Hong Kong in the past decade, little was known about the pathway to continuous drug use or recovery of chronic drug abusers. This book reports upon a pioneer longitudinal study of chronic drug abusers in Hong Kong that used an analytical framework consisting of sociological, psychological and treatment variables to explore the protective and risk factors affecting the relapse or abstinence of chronic drug abusers. The findings of the study have significant implications for theories of drug use and rehabilitation, especially highlighting the roles of social capital, self-efficacy, short-term abstinence and harm reduction in the chronic drug abuser’s road to recovery.

A Pragmatist and His Free Spirit portrays the unconventional love of Hu Shi, a Chinese social reformer and civil rights pioneer, and Edith Clifford Williams, an American avant-garde artist of the early twentieth century. Hu studied at Cornell University, where he first met Williams, and Columbia University, where he worked with the famous pragmatist John Dewey. Here is a collection of sixteen critical papers which inquire into literary problems found in works of eight British authors (Milton, Blake, Wordsworth, Coleridge, Shelley, Keats, Arnold, and Graham Greene) as well as four American authors (Emerson, Frost, O’Neill, and Hemingway). Each critical inquiry herein is imagined as a wind made up of the critic’s breath while an author’s work is imagined as an endurable rock on which the wind blows. Readers may get wind of the author or the critic and may know how the wind blows and where it lies, but they are expected not to expect any wind to change the rock noticeably. What we want is merely the readers’ attention and we hope their own winds will duly come to help keep the world in winds.

IADI第六屆全球年會暨國際研討會會議假馬來西亞吉隆坡舉辦，本公司由前總經理陳戰勝率團與會，此行除參與該協會之會員代表大會、執行理事會、常設委員會、區域委員會等各級會議外，並參與國際研討會，主題為「存款保險與消費者保護」(Deposit I nsurance and Consumer Protection)，與聞國際組織及各國金融高階領導者之專業經驗及意見，暨建立溝通聯繫之管道，對我國存款保險制度之長期發展與接軌國際深具助益。

在現今職場中，人工物料搬運作業非常普遍。過去研究大都針對不同搬運姿勢做逐一探討，著重於評估人工搬運作業時之搬運負荷指標，以避免搬運職業傷害之發生，但卻鮮少有研究針對搬運時人體平衡之反應探討。本研究應用基礎生物力學測量方法，包括了動作分析系統 (Vicon-460 Motion System)及測力板(AMTI-Force Plate)，探討人工搬運時，在不同地面條件及非對稱負重下的步態平衡反應。 本研究中，徵求15位健康受測者，男性10名、女性5名，以非對稱負重方式，單手側邊提物與雙手前向提物，以正常步行速度於不同地面摩擦係數(勞工工作環境常見之地板)與不同地面傾斜角度(水平與10度斜坡)下行走，並在水平地面時，考慮非直線搬運之情形(轉彎)。實驗中，將擷取受測者步態平衡與失衡後之動力學(Kinetic)及運動學(Kinematic)參數，包括身體質量中心(Center Of Mass)、足底壓力中心(Center of pressure)、RCOF(Required coefficient of friction)以及膝關節角度(Knee joint angle)等參數，用於探討不同負重情況及地面條件下對身體重心平衡之影響，進而了解預防滑倒之機制。 研究結果顯示，在未滑倒及滑倒時，受試者步態生物力學特性有顯著之改變。因地面與鞋底間的摩擦係數不足，進而產生滑動或滑倒之現象，導致身體重心偏移，失去平衡，同時引發身體產生相對應之平衡反應機制，決定最後人員恢復行走或是失衡滑倒。研究中除探討過去針對滑動距離及滑動速度判定滑倒與否(滑動距離>10cm或滑動速度>0.6m/s，高風險滑倒)，並根據滑倒現象發生之百分比率，定義各項參數滑倒與未滑倒之臨界值或特性。探討參數包含重心與足壓中心連線於行進前後方向之偏移 (當大於25度時，發生向前滑倒的風險較高、當小於10度時，向後滑倒的風險較高)，重心於行進方向之左右側之偏移(當大於10度時，側向滑倒風險較高)，膝關節與踝關節運動角度變化(膝關節屈曲較大，踝關節著地角度較小)。同時發現研究中探討之滑倒生物力學特性間，有很好之相關性，像是滑動距離及滑動速度(相關係數為0.84)。故評估滑倒之生物力學特性，並不能單只探討某項變數，應考慮到量測變項間之相關性，進一步修正及定義出較過去更明確之防滑安全範圍。

在勞工暴露評估研究中，瞭解暴露的成因及暴露地點是相當重要的工作；本研究已成功的發展出一套以主動式無線射頻(RFID)為核心技術的室內作業勞工暴露評估感測系統(The Radio Frequency Exposure System, 簡稱RF ES系統)，可精確紀錄勞工即時工作活動位置、停留時間等資訊。同時系統也可以整合各種感測器即時記錄暴露強度，經網路收集即時展現，解決勞工暴露位置、停留時間與暴露強度與累積劑量等三大問題，提供人員活動管理與長期暴露監測資訊所需。研究中考慮到感測元件發展之成熟性，選擇噪音感測元件為系統初期整合元件，以驗證系統整合各種感測元件進行暴露測試之性能表現，控制系統變數以降低研究變異。整合噪音感測元件後系統可進行噪音音壓級與勞工暴露劑量之量測，提供有別於傳統噪音劑量計僅提供個人劑量的限制，同時提供勞工噪音暴露位置、時間與劑量等數據，提供研究者對勞工暴露成因研究更多可用的資訊。計畫選擇兩家變動性噪音場所為實場驗證對象，藉以瞭解系統性能、使用限制與實場應用可行性；經實驗室基本性能測試結果，耗電量測試顯示系統可供連續監測達124小時以上，定位能力測試顯示區域基地台之定位範圍約為直徑20-50m；實場勞工時間活動模式驗證時間活動模式紀錄正確率可達95～99%以上；此外以實場勞工進行系統方法與標準噪音劑量計方法進行日時量平均暴露音壓級(TWA)量測驗證，結果以二者量測誤差平均值表示，系統準噪音劑量方法量測誤差約為0.39-0.81分貝，即時電子噪音劑量方法誤差約1.06-1.09dBA，均能電子噪音劑量誤差約1.61-1.64分貝，均在噪音監測儀器容許誤差範圍內。驗證結果顯示，系統在變動性噪音場所之驗證無論就勞工時間活動模式的量測或個人噪音暴露劑量量測上均有極為良好的表現，預期未來應用本系統將有助於調查作業場所勞工作業模式，提升工業衛生領域勞工作業模式調查與分析的研究能力及強化噪音暴露空間之管理技術水準。

在2001年，國際勞工組織所公佈之ILO/OSH：2001職業安全衛生管理系統指引(Guidelines on Occupational Safety and Health Management Systems)，我國亦引進及推動組織內部建 構職業安全衛生管理系統。ILO/OSH：2001職業安全衛生管理系統指引係由國際勞工組織製定，其根據是國際上認可且由國際勞工組織三方代表確定的原則。這種三方性的工作方法為各類組織建立持續發展的安全文化奠定了堅實、靈活和合理的基礎。另外，我國行政院勞工委員會創新以「聯集」概念，整併國際勞工組織ILO-OSH:2001與國際驗證機構OHSAS 18001:2007二套制度之要項與優點，發布適合本國國情之「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引，並反應了我國在保護勞工安全衛生方面的價值觀和手段。「台灣職業安全衛生管理系統（Taiwan Occupational Safety and Health Management Systems, TOSHMS）」指引可以供我國所有從事職業安全衛生管理人員使用。指引沒有法律約束力，也沒有取代我國的法令、規章或標準。本系統建立目標係為防止意外事故發生及減少因意外事故造成時間、生命、財產等損失。ILO/OSH：2001／TOSHMS能應用於任可商業、組織或產業來管理其工作場所的安全衛生風險。此計畫已完成訂定符合ILO-OSH 2001/ TOSHMS與OHSAS 18001：2007職業安全衛生管理系統一階與二階程序、規範與表單，並放置於網站(http://www.iosh.gov.tw/)提供事業單位下載，期望協助企業建立相容且滿足兩標準要求文件，並符合安全衛生管理系統的要求。

Economic integration between Hong Kong and Mainland China is a topic of great interest among both policy circles and the academia. This book is a collection of relevant research papers of the Hong Kong Monetary Authority in the past two years, which study the economic integration process between Hong Kong and the Mainland from different perspectives, including linkages through both the trade and financial market channels.
