In January 1980 a young police officer named John MacLennan committed suicide in his Ho Man Tin flat. His death came mere hours before he was to be arrested for committing homosexual acts still, at that point, illegal in Hong Kong. But this was more than the desperate act of a young man, ashamed and afraid; both his death and the subsequent investigation were a smokescreen for a scandal that went to the heart of the establishment. MacLennan came to Hong Kong from Scotland during a time of social unrest and corruption scandals, a time when the triads still took their cut, and when homosexuality and paedophilia were considered interchangeable and both offered easy targets for blackmail. The governorship of Sir Murray MacLehose was to be a time of reform and progress, but with that remit came the determination of many to suppress scandals and silence those who stirred up trouble. Both the life and death of John MacLennan seemed to many of those in power to threaten the stability of one of

This book presents the first in-depth analysis of a monumental scroll known as the Ordination Scroll of Empress Zhang, dated 1493, from the collection of the San Diego Museum of Art. Through images and text, this scroll documents the ordination of Empress Zhang (1470–1541), wife of the Ming-dynasty Hongzhi emperor (r. 1488–1505) by a Heavenly Master of Zhengyi Daoism. It is a key source in the study of the history of Daoist ordinations, and a rare surviving record of the relationship between a Ming empress and the Heavenly Masters. Through detailed analysis of different historical perspectives and the Ordination Scroll itself, this book offers new insights into Daoist practices, Daoist material and visual culture, and the lives of imperial women in Ming China. By combining a rigorous attention to the specific object with a broad awareness of cultural context, this important book marks a real advance in our understanding of the agency of imperial women in Ming China, and the role of

The Confucian revival which manifests itself in the Modern Confucian current, belongs to the most important streams of thought in contemporary Chinese philosophy. The Rebirth of the Moral Self introduces this stream of thought by focusing on the second generation Modern Confucians— Mou Zongsan, Tang Junyi, Xu Fuguan and Fang Dongmei. These scholars argue that traditional Confucianism, as a specifically Chinese social, political, and moral system of thought can, if adapted to the modern era, serve as the foundation for an ethically meaningful modern life. In this most timely monograph, Jana S. Rošker is visionary in anticipating the role Confucianism might serve as a world resource in reshaping a newly emerging cultural order for our own time and place. She brings the complexity and heterogeneous nature of the philosophical contributions of the second generation of Modern Confucians into clearer focus, and documents the inspiration their discourses have given contemporary scholars eng

Memories are still vivid on the incident: on 29 January 2010, a five-storey building at 45J Ma Tau Wai Road, To Kwa Wan, Hong Kong collapsed, causing four deaths and two injuries. The tragedy has raised public concerns about the safety of many of Hong Kong's old and dilapidated buildings. Realising that the presence of ageing buildings lacking proper care and maintenance poses potential threats to residents and the public at large, since 2012, the Buildings Department has implemented the Mandatory Building Inspection Scheme (MBIS) to carry out inspection and rectification works for buildings aged 30 years or above. This book, as a pioneer to review and examine the statistics and distributions of the aged buildings in Hong Kong, provides critical insights on the building decay and neglect problems. The statistical information highlighted in the book also serves to project the estimated number of aged buildings to be covered by the MBIS in the future, and the demand of professional wor

The Glasgow Climate Pact signed on the 26th Conference of the Parties of United Nations Framework Convention on Climate Change in 2021, saws representatives' determination for carbon neutrality by 2050. Meanwhile, "Net Zero by 2050: a Roadmap for the Global Energy Sector" proposed by International Energy Agency has suggested hydrogen as a decarbonization technology in various fields. As a clean, stable power with diverse sources, hydrogen provides a promising solution for energy, industry, and transportation, making hydrogen economy a prominent international topic, prompted developed countries actively investing in hydrogen technologies, setting out development pathways, offering policies and subsidies for short, mid and long-term goals. With net-zero by 2050 commitment, Taiwan introduced its goals in 2021, followed by "Taiwan's Pathway to Net-Zero Emissions in 2050" proposed by the National Development Council in 2022, unveiling a cross-ministerial aggregate strategy. Kaho Yu’s China’s Energy Security in the Twenty-First Century: The Role of Global Governance and Climate Change explores the evolution of China’s energy security from its bilateral going-out strategy to its more multilateral Belt and Road Initiative. By analysing the topic from a multidisciplinary perspective, this book examines China’s evolving role in global energy governance through four empirical case studies: China’s energy cooperation with Russia and Central Asia, Africa, the European Union, and the Asia Infrastructure Investment Bank.

Frontiers of Memory in the Asia-Pacific explores the making and consumption of conflict-related heritage throughout the Asia-Pacific region. Contributing to a growing literature on ‘difficult heritage’, this collection advances our understanding of how places of pain, shame, oppression, and trauma have been appropriated and refashioned as ‘heritage’ in a number of societies in contemporary East and Southeast Asia and Oceania. The authors analyse how the repackaging of difficult pasts as heritage can serve either to reinforce borders, transcend them, or even achieve both simultaneously, depending on the political agendas that inform the heritage-making process. They also examine the ways in which these processes respond to colonialism, decolonization, and nationalism. The volume shows how efforts to preserve various sites of ‘difficult heritage’ can involve the construction of new borders in the mind between what is commemorated and what is often deliberately obscured or forgotten. Hong Kong under British rule was a prime example of exceptionalism in many aspects — economic, political, and even social. It was governed under a colonial structure and yet had enjoyed a large degree of social and economic freedom, as well as fiscal self-sufficiency and autonomy from London. After returning to Chinese rule in 1997, Hong Kong has continued to thrive as a relatively resilient city-state still known for efficiency and effectiveness despite tensions and scepticism about its political future. This book carries decades of academic observations and the author’s personal political experience. It reviews and reflects on the past trajectory of governance and administration, identifying strengths and capabilities as well as constraints and vulnerabilities of Hong Kong as a polity and society, while charting its course of ‘exceptionalism’ within a new context and under changing conditions. As this book concludes, the exceptionalism of Hong Kong not only hinges on institutional a

The R&D activity in the Information and Communication Technologies (ICT) industrial sectors is an important factor in boosting the competitiveness of the European economy, and it stands high on the European political agenda (European Council held in Lisbon, March 2000). As an extension of existing research efforts, IPTS (DG Joint Research Centre, European Commission) has launched a research tender focused on R&D in ICT sectors in India, China and Taiwan, in order to gain a better understanding of major ICT R&D capabilities in that part of the world. The research exercise includes the preparation of three national Country Reports, supported by a Dataset and a Technical Annex for each country. Contract title: “Study on the trends in public and private investments in ICT R&D in China, India and Taiwan, and on the globalization of R&D and the competitiveness of their innovation systems in ICT”. Despite the increase of research investigating various aspects of the drug problem in Hong Kong in the past decade, little was known about the pathway to continuous drug use or recovery of chronic drug abusers. This book reports upon a pioneer longitudinal study of chronic drug abusers in Hong Kong that used an analytical framework consisting of sociological, psychological and treatment variables to explore the protective and risk factors affecting the relapse or abstinence of chronic drug abusers. The findings of the study have significant implications for theories of drug use and rehabilitation, especially highlighting the roles of social capital, self-efficacy, short-term abstinence and harm reduction in the chronic drug abuser’s road to recovery.

The Landscape of Historical Memory explores the place of museums and memorial culture in the contestation over historical memory in post–martial law Taiwan. The book is particularly oriented toward the role of politics—especially political parties—in the establishment, administration, architectural design, and historical narratives of museums. It is framed around the wrangling between the “blue camp” (the Nationalist Party, or KMT, and its supporters) and the “green camp” (Democratic Progressive Party, or DPP, and its supporters) over what facets of the past should be remembered and how they should be displayed in museums. Organized into chapters focused on particular types of museums and memorial spaces (such as archaeology museums, history museums, martyrs’ shrines, war museums, memorial halls, literature museums, ethnology museums, and ecomuseums), the book presents a broad overview of the state of museums in Taiwan in the past three decades. The case of Taiwan museums tells us much

This publication accompanies an unprecedented exhibition highlighting four of the magnificent chinoiserie tapestries of Chinese Emperor Qianlong, woven after designs by François Boucher at the famous Beauvais manufactory from 1758–1760. The large and well-preserved textiles form part of the royal French commission by King Louis XV, objects of which were presented to Qianlong in 1766. These celebrated tapestries are joined by another historic set of culturally related depictions in print—The Battles of the Emperor of China. The engravings were ordered by Qianlong, drawn by Jesuit painters at the Imperial Court in Beijing and then printed in Paris 1769–1774. The ‘culture’ of these prints follows King Louis XIV’s influential images of the Histoire du Roi and presents Qianlong as both a war hero and as the undisputed leader of China in the mid-eighteenth century. These depictions date to the exact same time period, one that coincides with the high demand for chinoiserie in France—culmina

This volume first explores the transformation of Chinese Daoism in late imperial period through the writings of prominent intellectuals of the times. In such a cultural context, it then launches an in-depth investigation into the Daoist dimensions of the Chinese narrative masterpiece, The Story of the Stone—the inscriptions of Quanzhen Daoism in the infrastructure of its religious framework, the ideological ramifications of the Daoist concepts of chaos, purity, and the natural, as well as the Daoist images of the gourd, fish, and bird. Zhou presents the central position of Daoist philosophy both in the ideological structure of the Stone, and the literati culture that engenders it.

The Ivory Tower and the Marble Citadel opens up a new way of pursuing the critical development of political philosophy in today's intercultural intellectual arena. Metzger holds that political philosophies are linguistically unavoidable efforts to infer the principles of morally legitimate government from a maximally enlightened conceptualization of the universal human condition. Because these efforts depend on a vocabulary embodying culturally inherited premises, textual analysis uncovering these premises and debate about how they should be revised are crucial for the improvement of political philosophy.

Hong Kong and Macau have both been Special Administrative Regions of China since 1999. To this day, however, the two SARs and mainland China have yet to form a cohesive agreement for extradition. Yanhong Yin proposes a theoretical model—the China Arrest Warrant—that fulfils three essential criteria: compliance with the framework of “One Country, Two Systems,” allowance for differences within the three divergent legal systems, and sufficient human rights protection. This model takes direct inspiration from the European Arrest Warrant, which is undergirded by the principle of mutual recognition—the idea that while states may make different decisions on a wide range of matters, results will be accepted as equivalent to decisions made by one’s own state. The success of the European Union’s adoption of mutual recognition across political, economic, and legal situations is instrumental in providing a blueprint for judicial cooperation among mainland China, Hong Kong SAR, and Macau SAR. In the Ruins of the Japanese Empire concludes that early East Asian Cold War history needs to be studied within the framework of post-imperial history. Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly. In the chaos of the new order, legal anarchy, revenge, ethnic displacement, and nationalist resentments stalked the postcolonial lands of northeast Asia, intensifying bloody civil wars in societies radicalized by total war, militarization, and mass mobilization. Kushner and Levidis’s volume follows th

This dissertation decomposes labor supply into three margins step by step and studies the relative effects of two adverse labor market institutes on labor supply. Labor supply in Europe declined about 30% relative to the US over the past 3 decades. The decline in labor supply comes from both hours worked per worker and employment. Some studies attributed the declining hours worked to higher labor taxes, while other studies accredited high unemployment rates in Europe to generous non-employment benefits. Fang and Rogerson (2009) is the only exception which incorporates two margins of labor supply. Fang and Rogerson (2009) embedded working hours into Pissarides matching model and found that higher labor taxes decrease both hours per worker and employment. The first essay of this dissertation starts from Fang and Rogerson (2009) to compares the relative effects of increases in labor taxes and non-employment benefits on hours per worker and employment and quantifies them.

At the end of the nineteenth century a slice of imperial China was abruptly incorporated into the British Crown Colony of Hong Kong. It became known as the New Territories. The people of this remote and traditional corner of the Ching empire were not consulted about the annexation, initially resisted and long resented it. To placate them, the incoming authorities promised that little would alter and that their customs would be respected. The promise would not be fully kept but it became the source of the preservation of Chinese customary law in respect of rural land and the justification for privileges afforded to indigenous inhabitants. Their tenacious assertion of those rights and aversion to authority is detectible throughout the twentieth century and into the era of the Hong Kong Special Administrative Region; it permeates almost every aspect of policy and law relating to rural land. The Unruly New Territories is an account of the annexed area and of its special place in Hong Kon
