本書為內政部建築研究所辦理「淨零建築跨領域人才培育與產學研發展平台推廣計畫」研訂淨零建築跨領域專業人員培訓課程教材，內容為有效推廣建築能效評估制度，並針對本計畫之建築及機電設計專業技術人員、建管及營建相關審查人員和營繕及物業管理人員等研訂概論之課程教材，以利提升我國建築物節約能源實施成效，和階段性達成「淨零建築(免稅et Zero Buildi免稅g)」目標。
