Talent management has been at the top of the HR agenda for the past few years. At first, talent strategies were largely directed at addressing skills shortages. But, of course, the best way to overcome labour shortages, especially the global shortage of effective leaders, is to develop your own and retain them longer. And so the term talent management began to grow to encompass assessing, developing and deploying people. As it did so there has been considerable debate about whether an organization should have an inclusive or an exclusive approach to talent. Does it cover everyone, or should it focus on those individuals who demonstrate potential, or particular value?
