Presented by the International Bank for Reconstruction and Development/The World Bank and aimed at policy makers, this volume describes quality systems for private sector development, with a focus on developing countries, and specific chapters on Latin America and the Caribbean. Guasch (economics, U. of California, San Diego), and others associated with the Latin America and Caribbean Region of the World Bank, bring together the different components that countries need to consider in building a national quality system, with a goal to raise awareness of the impact of quality and standards, place quality issues high on the strategic agendas of firms and policy makers, and be useful to reform-minded governments that are improving, modernizing, and implementing their systems. The authors analyze the economic impact of quality and standards on economic growth, on international trade, and as an entry point for the industrial upgrading and mainstreaming of small enterprises, as well as providing guidelines for the creation of systems that support the use and adoption of standards. In particular, they review the optimal structure of a system, roles of the public and private sectors, best-practice guidelines, financing, and international integration.
