In this study, Dahlman (World Bank) et al. bring together seven chapters that describe how Finland has transformed from a natural resources-based economy to a knowledge economy since the 1990s, how it has been successful, and challenges it faces. They discuss changes in the economic and institutional regimes, industrial and innovation policies, and the educational systems, that with the developments in the forest and information and communication technology industries, spurred economic growth. In addition, they consider what lessons developing countries can learn from Finland's success. The study was a joint effort from the World Bank, the Finnish Ministry of Trade and Industry and Ministry of Foreign Affairs, Finpro-Finnish National Agency for Corporate Internationalization, and ETLA-the Research Institute of the Finnish Economy.
