Accurate weather and climate services can help mitigate weather disasters, support the productivity of smallholding and commercial agriculture, conserve energy, and promote safe transportation. This study assesses the capacity and needs of Europe and Central Asia's (ECA's) weather and climate services. An introductory chapter describes the worldwide growth in weather forecasting and looks at the principal issues and questions for ECA region. Later chapters assess the needs of key sectoral clients for the national hydrometeorological services in the region, address the region's natural weather and climate issues, and discuss key regional and national capacity gaps. A final chapter looks at ways to estimate the economic benefit of existing and upgraded forecasting capacity. The study is part of an ongoing Regional Working Paper Series sponsored by the Chief Economist's Office in the ECA Region of the World Bank.
