During the late 1980s and early 1990s, the state of Georgia began to develop what is now recognized as one of the top rated elementary school foreign language programs in the nation, currently serving thousands of students. Spielberger was the Georgia Foreign Language Supervisor who coordinated the program from 1992 to 1999, and Saunders Semonsky conducted extensive research on the program and trained and assessed its teachers.
