Systems Thinking and E-Participation ─ ICT in the Governance of Society

Initiated by a research group at the University of Hill, this collection considers the uptake of electronic resources in civil societies and the state, and applies systems thinking to assess e-government and e-participation. The 19 papers examine the different types of citizen-based systems in which uses of technologies emerge, the changing forms of community interaction, and the approaches governments in specific countries are taking to adapt to new offline and online operations. Topics include internet adoption by political parties in Chile, success factors in Spanish Comunidades Autonomas, electronic government projects with multiple agencies, articulated planning, and the problem of governance from an autopoietic perspective.
