Experience has shown that for projects involving international tendenng，prequalification is desirable since it enables the employer／engineer to establish the competence 0f comDanies subsequently invited to tender.It is also in the interest of contractors since，if prequalified.thev will know that they are competing against a limited number of other firms。all of whom possess the required competence and capability.Prequa JifjCatjon of Tenderers Prequalification documents should give information about the project，the tendering procedure and the prequalification procedure.They should also specify what data is required from contractors wishing to prequalify.The documents are prepared by the employer／engineer and will normallvinclude the following：Letter of invitation to prequali~；Information about the prequalification procedure；Project information；Prequalification application. The employer／engineer should publish a notice inviting interested contractors to apply for prequalification documents，stating that tender documents will be issued only t0 a limited number of companies／joint ventures selected by the employer／engineer as having the necessary qualificationsto perform the work satisfactorily. The notice should be published in appropriate newspapers and journals to give sufficient publicity according to the particular circumstances of the project.The notice may als0 be issued t0financing institution representatives，if relevant，and to government agencies responsible for foreigntrade SO that the international community receives timely notification of the proposed pmject andinstructions on how to apply. The notice should be reasonably brief and where feasible contain：（1）Name of the employer；（2）Name of the engineer；（3）Location of the project；（4）Description of the project and scope ofthe work；（5）Source of finance；（6）Anticipated program（i.e.award of contact.completion and anyother key dates）；（7）Planned dates for issue of tender documents and submission of tenders：（8）Instructions for applying for prequalification documents；（9）Date by which applications toprequalify must be submitted；（10）Minimum qualification requirements and any particular aspectswhich could be of concern to prospective tenderers. The period between the notice of invitation to prequali~and the latest date for the r_etum ofcompleted applications should not be less than four weeks.
