A final key aspect of rebalancing is embarking on new ways of providing access to content for users.Librariesare rapidly embracing a new model--patron driven acquisitions.The concept can be applied to eithermonographs or journal articles but the first experiments have come in electronic book purchasing.In anutshell,a large set of records is loaded into the library catalog.The library sets a purchase trigger,usuallybased on a certain number of browses or the amount of time the user spends viewing the book.The triggermight be the second or third use of the title.The first use might be a rental price with later use triggeringpurchase.Many see PDA as the answer to low circulation rates.This approach offers a broader array ofcontent without the wait,upfront cost or shelf space.
Once again,Grand Valley State University embarked on a project which loaded 50,000 titles into theirlibrary catalog.Any use less than 5 minutes was free which allowed them to avoid paying for brief browsing.A use greater than 5 minutes was considered a 1 day loan at about 10%~20% of the full purchase price.They discovered that most users spend only 5 to 15 minutes with a book and few books were used more than3 to 5 times.Books used more than 3 to 5 times are likely to be the most popular,so books that were usedmore than 5 times were purchased.This approach to their project allowed them to remove limits and barriersfor the users.Their project also included unlimited simultaneous access,Doug Way has provided asummary of their 1 year project in a blog posting:
