Kriesi (comparative and international studies, U. of Zurich focuses on the main elements that Switzerland, a direct democracy, confronts when its ordinary citizens to vote on policy: complexity, participation, and exploitation. Using over 20 years of post-election surveys dating from the start of the 1980s, Kriesi finds that the majority of these voters make competent choices, based on arguments about the advantages and disadvantages of the available options. The less competent either do not vote or find some short-cut to make virtually the same decisions. Kriesi holds out hope that direct democracy can work well, if it is supported by proper institutional design and appropriate strategies from the political elite.
