Over past decades, and especially during the 1990s, says Yamashita (National Institute for Defense Studies, Japan), the related but separate fields of human rights and humanitarianism converged to create the first the notion, then examples of, safe spaces for people under threat from war or other danger. He examines what is new about safe areas from the perspective of international politics, or more specifically, what challenges, if any, safe areas pose to the spatial and normative organization of international politics. The study is based on his doctorate research at the University of Wales-Aberystwyth in 1999-2002. Annotation c2004 Book News, Inc., Portland, OR (booknews.com)
