Volume Nine covers the 85th to the 91st sessions of the Committee, October 2005 to October 2007. The optional protocol became operational in September 1976, and provides for different criteria and procedures for individuals to communicate claims that their human rights have been violated. The first section summarizes nine cases in which a communication was declared inadmissible for one reason or another. Then follow 32 cases that were heard. They involve complaints by individuals against such countries as Algeria, Tajikistan, Estonia, Australia, Sri Lanka, Iceland, the Republic of Korea, Canada, Columbia, Austria, and the Philippines. Indexes are by Covenant articles, Optional Protocol articles, subject, and authors and victims In order to be brought before the committee, and country must be a party both to International Covenant on Civil and Political Rights, and to the Optional Protocol.
