眾所周知，隨著時代的快速發展，托福也采取了新的考試形式。在美國教授托福多年，我一直存有這樣一個疑問：原有的托福考試是否可以測試出一個考生的真實英語水平？考生取得了滿意的托福分數，是否就可以在美國大學里自如地學習了？答案是否定的。有些考生雖然取得了美國大學所要求的托福分數，但由于聽力水平不足，入學以后跟不上課程進度，不能順利完成上課時要求的報告，因而得到非常低的學分；有些學生由于對自己的英語沒有自信，不能在以討論為主的美國式教育中大膽開口說話，因而只好保持沉默。同時，他們在現實生活中也遇到了這樣那樣的問題。也許ETS最為憂慮的是，這些學生即使達到了學校要求的托福分數而被錄取，并得以進入美國的學校學習，但實際上他們在很多方面并未真正達到入學要求。應該如何避免這些情形呢？ETS苦思冥想以后，提出的解決方案便是：加強寫作能力測試，取消語法測試，增加口語測試。
需要特別指出的是，新托福的題型已不再是單一的選擇題，而是由全面考查聽力與閱讀、口語與閱讀的綜合題型和著重考查邏輯分析能力的閱讀題型等多種形式組成。新托福的考試形式實際上直接體現了以邏輯分析為主的美國式教育的特征，要想在這種新形式下取得高分，不但要有解題技巧，還要有較強的邏輯分析能力。
要想在作文測試中寫出高分作文，在口語測試中快速、有條理地說出具有說服力的答案，在聽力測試中正確判斷各種情況并答題，在閱讀測試中正確提取各種相關信息并找到答案，這些都需要相當強的邏輯分析能力。由此可知，在考生看來變得非常復雜、非常困難的新托福考試中，其實蘊含著非常簡單的原理。
