In her historical narrative of legislative ethics laws passed by the states from 1954 to 2004, Rosenson (political science, U. of Florida) finds that even the strongest ethics laws often contain significant limitations, not least because of the interests and concerns of the legislators themselves. She uses detailed case studies and multivariate regression analysis to seek the causes of variation among the states in their ethics laws and ethics enforcement mechanisms.
