Budget Theory in the Public Sector

Dominated by multiple, competing, and occasionally overlapping theories, the act of budgeting is by no means a staid, dispiriting task. Kahn, Hildreth and their group of scholars and practitioners show that budgeting is an institutional process, an incremental decision-making tool, and when correctly applied becomes a tribute to managerial and administrative efficiency. BARTLEY HILDRETH is Regents Distinguished Professor of Public Finance in the Hugo Wall School of Urban and Public Affairs and the W. Frank Barton School of Business, Wichita State University. He is author of more than 150 articles, books, and book chapters, and has served as a city finance director and member of the National Council on State and Local Budgeting.
