Savoie (economic development, U. de Moneton) examines the Canadian way of government, finding its practitioners are disillusioned, its systems and methods are outmoded, and its constituency regards its politicians to be less trustworthy than used car salesmen. He takes a generalist's approach to the Canadian federal administrative and political systems; he finds that the delicate balance of power in parliamentary bureaucracy between those answerable to the public and those who are lifers in public service has become skewed, and that the expectations of all involved are not being met.
