Giugni (political science, U. of Geneva) and Passy (political and international studies, U. of Lausanne) bring together eight "dialogues," in the form of debates between American and European scholars in immigration politics, on why and how migration policy is created. They discuss the scope of migration policy; the relationship between migration, politics, and economy, as well as culture; and the impact of collective actors on policy. Each dialogue consists of two debate chapters and a commentary chapter of the debate--12 chapters in total. Swiss, US, and Western European policies, as well as the influence of political parties and migrant, extreme-right, and solidarity movements are questioned. Some of the chapters are revised drafts of papers given at an international conference, Explaining Changes in Migration Policy: Debates from Different Perspectives, at the U. of Geneva in October of 2000; two of the chapters are reprinted, respectively, from a journal and book on migration.
