System Robustness Analysis in Support of Flood and Drought Risk Management

Mens contributes to decision making and flood and drought risk management by developing and testing an additional decision criterion besides risk. A robustness analysis method supports the assessment of impacts from extreme events, she says, and is applicable to flood and drought risk systems. She argues that a robustness perspective supports decision makers in exploring low-probability/high-impact events and considering whether these impacts are societally acceptable. She also contends that quantifying robustness inspires the development of strategies that reduce flood and drought risk in a way that disasters are avoided.
