This book presents a comprehensive survey of Moroccan foreign policy since 1999. It considers the determinants, actors, policymaking processes, behaviour and discourses involved, and outlines Morocco’s foreign policy activity in the key areas of the international management of the Western Sahara conflict and relations with the other states of north Africa, relations with the European Union, especially France and Spain, and relations with the USA and the Middle East. Throughout the book shows how foreign policy is deeply connected to domestic issues, and how the former position whereby Morocco’s foreign policy acted as a legitimating mechanism for the regime and a unifying force for society is changing as new outlooks and new ideologies, based less on Moroccan nationalism, come to the fore.
