In his 2014 PhD dissertation in social policy at the University of Cologne, Sauer presents a qualitative study based on the comprehensive processing of available quantitative data comparing the labor and long-term care policies of the two eastern European countries that were united until recently. He describes three worlds of welfare capitalism: the European Union, the Organization for Economic Co-operation and Development, and former socialist countries and argues that borrowing or learning policy and benchmarking are harder--though still possible--across the borders between them.
