Transforming Government Supply Chain Management

While the commercial sector has been rapidly adopting modern, information-based supply chain systems—in order to remain competitive in the worldwide marketplace—the shift to such systems in the public sector has met with significant resistance and has moved far more slowly. Transforming Government Supply Chain Management provides the insights and expertise to overcoming this inertia. In the first half of the book, the editors provide a primer on supply chain management, an overview of innovative practices and tools, and a blueprint for government-wide transformation. The second half consists of 10 case studies of public and private sector "success stories."

Jacques S. Gansler is professor at the University of Maryland School of Public Affairs, where he holds the Roger C. Lipitz Chair in Public Policy and Private Enterprise. He is the author of three books, a contributing author of 25 other books, author of over 100 papers, and a frequent speaker and congressional witness. Dr. Gansler holds an M.S. (electrical engineering) from Northeastern University, an M.A. (political economy) from the New School for Social Research, and a Ph.D. (economics) from American University.

Robert E. Luby, Jr., is a partner in IBM Business Consulting Services, where he leads the Supply Chain and Operations Solutions practice for the entire public sector. Mr. Luby has over 29 years of logistics experience. He holds masters degrees from Northwestern University (engineering management) and the Naval Postgraduate School (mechanical engineering).
