Scholars now widely agree that the concept of religion and the distinction between religion and the secular were part of a Catholic-Protest compromise in Europe, then spread to the rest of the world through European scholars, colonial bureaucrats, and Christian missionaries, says Kramer, but what is missing is the recognition that people outside of Europe contributed to the construction of the concepts. He presents a case study of Japanese Buddhist priest Shimaji Mokurai (1838-1911), arguing that he, more than anyone else, gave shape to the modern Japanese concept of religion, but by carving out a space for Buddhism, also paved the way for Japanese secularization.
