The author traces several energy policy decisions taken between 2006 and 2013 in Azerbaijan to find out how international actors tried to influence policy-making. Tina Flegel is currently focusing on the German energy services market as analyst and research project manager for a government body. She has gained practical experiences in the energy industry and broad international exposure, i.e. in economic affairs and with the telecommunications industry.
