Departing from conventional practice, Davidson-Schmich introduces a new method of studying the impact of gender quotas by systematically examining every phase of candidate recruitment in a setting where some but not all parties employ gender quotas to select their candidates. Her overall argument is that though quotas have led to marked increases in women's presence in German legislature, they have only had mixed success at attaining other goals. Because more men become involved in politics, she says, gender quotas mean that the women in the party are asked to run more often than men.
