鑑於秀姑巒溪治理規劃報告乃完成於民國77 年，迄今已20 餘年，且花東縱谷板塊運動頻仍，致使河川圖籍已與現況地形不符，造成河川治理與管理糾紛事件不斷；此外，考量氣候變遷、極端降雨事件及流路變遷造
成的潛在風險，並須納入經常性損害河段之改善，以綜合治水理念辦理檢討，以利後續河川管理及治理。故本局認為確有需要重新檢討秀姑巒溪水系整體治理規劃之必要，以作為後續治理工程施作依據，期能達到保護人
民生命財產安全與河川永續利用之目標。
