Bositis (senior political analyst, Joint Center for Political and Economic Studies) presents seven papers that examine the connections between redistricting and minority representation in recent American electoral politics. After analysis of the contentious legal issues is presented, developments related to political parties, redistricting, and minority representation in the South from 1992 to 2002 are reviewed. A conceptual model for drawing effective minority districts is then presented, followed by an analysis of the redistricting process of 2000 as a political loss for Latinos. A participant observer discusses reapportionment/redistricting politics in Georgia and, finally, racial redistricting and southern Republican congressional gains in the 1990s is analyzed.
